Can scratches in alloy wheels be buffed out with no power tools?

The scratched area with piece of water you sand the scratched area with piece of 240grit wet and drywith plenty of 240grit wet and dry paper and drywith plenty of 240grit wet and drywith plenty of 240grit wet and dry paper.
