Can one use a skil cordless 14.4 volt drill to drill pilot holes into the basement cynderblock wall?

Can one use a skil cordless 14.4 volt drill to drill pilot holes into the basement cynderblock wall? Will any cordless drills do this? If not, what kind of tool is neccessary to drill into the wall? (I want to mount some shelves to the wall.)
