Can I use 220 volt drill charger on a Canadian 110 volt power supply?

Underworld666 asked:

Can I charge my 220v drill on a 110v power supply? I tried some 220v hair clippers and they ran…at half speed.

a) Does this mean it will charge my drill but in half the time?
b) Would it damage it?
c) Is there any device I can buy to charge it correctly?
