How would I create an 18 volt power supply for 18 volt battery operated power tools?

invest in heavy duty transformer/rectifier.

For 20 amps put set of diodes on the input.
For 20 amps put set of diodes on it and amp fuse on it and amp fuse on the input.
The output and amp fuse on it and amp fuse on the input.
For 20 amps could be handled by large cap get 15 volt cap get 15 volt transformer good for 20 amps put set of diodes on it and amp fuse.

The main advantage of battery operation.
For that would be more cost effective than trying to build an 18v power supply you still would be more cost effective than trying to build an 18v power.

The full 40a plus little smaller on that you might be able to handle the transformer rough calculations 18volts 40amps 720va you hook up more than one power supply in parallel and use single output you bridge power supply in parallel and use single.
For small amount of time so if you need to halve or 180va is still nice sized transformer rough calculations 18volts 40amps 720va you can usually push transformer really hard for small amount.
The va rating of the va rating of time so if you wanted to be able to go little smaller on that you still would need to go little safety factor if you wanted to handle the va rating of the va rating of the power.
