I was wondering if there are any gadgets that can help with my problem. I heard some things about white noise generators, would they do the trick?

The legal hours what am 10 am something like that then not more noise probably the noisemakers are working during the noise but lets be realistic hereyou need to wearing headphones with your head while trying to sleep you need quiet.
